“ISIS is a brutal terrorist organization which seeks to kill Americans. Helping ISIS or any other terrorist organization prepare or carry out acts of violence is not only a reprehensible crime – it is a threat to our entire nation and way of life,” said U.S. Attorney Jerome F. Gorgon Jr. for the Eastern District of Michigan. “Our office will not tolerate such crimes or threats, and we will use the full weight of the law against anyone who engages in terrorism.”
“The defendant allegedly tried to carry out an attack on a military facility in support of ISIS, which was disrupted thanks to the good work of the FBI and our partners,” said Assistant Director Donald M. According to the complaint, Said informed two undercover law enforcement officers of a plan he had devised and formulated to conduct a mass-shooting at the U.S. Army’s Tank-Automotive & Armaments Command (TACOM) facility at the Detroit Arsenal in Warren, Michigan. In April 2025, the two undercover officers indicated they intended to carry out Said’s plan at the direction of ISIS. In response, Said provided material assistance to the attack plan, including providing armor-piercing ammunition and magazines for the attack, flying his drone over TACOM to conduct operational reconnaissance, training the undercover employees on firearms and the construction of Molotov cocktails for use during the attack, and planning numerous details of the attack including how to enter TACOM and which building to target.

The European Union has agreed to impose a new round of sanctions against Russia, threatening to slap on another one if the country continues to refuse the 30-day unconditional ceasefire proposed by the White House and the "Coalition of the Willing".
The big push comes as Volodymyr Zelenskyy challenges Vladimir Putin to sit down for direct peace talks in Turkey, a format endorsed by Donald Trump. So far, the Kremlin has not confirmed whether the Russian president will actually travel to Istanbul.
"I believe that if Putin does not arrive and plays games, it is the final point that he does not want to end the war," Zelenskyy said.
The preliminary deal on the new sanctions, the 17th package since February 2022, was sealed on Wednesday morning during a meeting of EU ambassadors and is expected to be formally approved by foreign affairs ministers next week.
Hungary, a vocal critic of economic restrictions, which has twice this year almost blocked their renewal, did not oppose the measures. The behind-the-scenes discussions among member states proceeded without any major controversy, diplomats noted, a possible sign of the limited scope of the proposal.
"This war has to end. We will keep the pressure high," said Ursula von der Leyen, the president of the European Commission.
Once again, the prime target of the sanctions is the "shadow fleet" that the Kremlin has deployed to circumvent Western restrictions on the oil trade and maintain a source of revenue that is crucial to fund the full-scale invasion of Ukraine.
The fleet consists of old-age, uninsured ships suspected of deceptive practices, including transmitting falsified data, turning off their transponders to become invisible and conducting multiple ship-to-ship transfers to conceal the origin of their barrels. The vessels are also under scrutiny for engaging in sabotage against critical infrastructure.
So far, the bloc has targeted 153 tankers from the "shadow fleet", all of which have been denied access to EU ports and services.
The new sanctions add 189 vessels, bringing the total number to just over 350.

German Foreign Minister Johann Wadephul spoke about the issue with US Secretary of State Marco Rubio in Turkey, where talks between Russia and Ukraine are due to take place.
Wadephul said for the first time that Germany would follow the US President's plea to increase defence spending to 5% of GDP.
“We are following him there," Wadephul said.
Why the change of heart?
Former Chancellor Olaf Scholz, of the Social Democrats (SPD), distanced himself from Trump's higher demand, explaining this year that “5% would be over €200 billion per year”.
The federal budget “does not even amount to €500 billion”, Scholz said in Bielefeld in January.
“That would only be possible with massive tax increases or massive cuts to many things that are important to us,” he added.
Meanwhile, the new Chancellor Friedrich Merz said during the election campaign that GDP percentages were “not expedient”.
At an event in early January, he explained that “whether it's 2, 2.5 or 5%, to be honest, that's only of secondary importance to me".
'The strongest army in Europe'
For Merz, it is crucial that Germany invests more in its army, which is known as the Bundeswehr.
In his first government statement on Wednesday, Merz said it would become the “conventionally strongest army in Europe”.
The Bundeswehr currently lacks personnel. Nevertheless, there will be no compulsory military service for the time being, confirmed SPD Defence Minister Boris Pistorius.
Military service will continue to be based on voluntary service, inspired by the Swedish model.

Maria Zakharova, a spokesperson for the Russian Foreign Ministry, also called Zelensky a "clown" and a "loser" in her daily press briefing.
Ukraine: No Serious Conversation, Only Insults
Ukraine had framed Zelensky's demand for a face-to-face meeting with Putin as a test of Russia's true willingness to negotiate peace. Arriving in Turkey, he slammed the Russian delegation as "theatrical" and contrasted it to Ukraine's high-level group.
"Instead of Putin coming to meet with President @ZelenskyyUa in Türkiye and have a serious conversation about ending the war and restoring peace, what we hear from Russia are personal insults of the Ukrainian President," Heorhii Tykhyi, a spokesperson for Ukraine's Foreign Ministry wrote on X, formerly Twitter.
"Not the first time the Russian foreign ministry becomes a laughing stock. It is also worth noting that the delegation in Türkiye is not led by the Russian foreign ministry—their role is to bark from Moscow," he added.

Russia 'Ready for Compromises'
Vladimir Medinsky, head of the Russian delegation and an aide to Putin, said his team is "ready for possible compromises" and to resume talks, state news agency TASS reported. "We have a working attitude," Medinsky said.
He later gave a statement at the Russian consulate in Istanbul after Zelensky had finished speaking, saying that the delegation was tasked with establishing long-term peace and eliminating the causes of the conflict, state news agency RIA reported.
Medinsky said the delegation is determined to find solutions and views the Istanbul talks as a continuation of the peace process that ended in 2022. He said the delegation has the necessary authority to conduct the negotiations.
Dmitry Peskov, the Kremlin's spokesman, said Putin had set objectives and defined the negotiating position of his delegation, per RIA. Peskov said Russia is willing to make the negotiations productive.
