I would expect that your ability to use them within a commercial project is because you purchased the package itself that contained the EULA license with that permission. Seeing you have Dating Sim Maker 2 would afford you that. But I wouldn't say that anyone else has that permission unless they too have Dating Sim Maker 2. They can use it or download it, but not have it in a commercial project of their own (of any eBrain project) unless they too had the license.
Other RTPs have been available for free download, such as XP's and VXAce's, so I don't have a problem with this attachment.
