Graphics:
It's nice to see some ripped stuff instead of RTP though some of it isn't brilliantly ripped.
The title screen need to be redone :p
Story:
It's a nice idea though it seems unexploited. You could really push it a lot further (Love/hate relationships between characters, one has a personal agenda (revenge?) one can hate the military... Just ideas.) This could help with your writers block as it opens tons of possibilites.
Gameplay:
I like tactical RPGs (but I haven't played it).
All in all, if you put some real thought into this project I don't see why it can't turn out nice.
