The headline is what Trey Gowdy said of Speaker Nancy Pelosi who had now chosen to back a $9 Million relief package which is less than half what Steven Mnuchin offered her just weeks before. She refused taking it, and why? Because "we have a new president", in her own words.
Speaker Pelosi was criticized of course. So she pointed a finger at the reporter who criticized her and said:

Perhaps for us it'd be illogical to stop developing the vaccine just because of a false positive for HIV but let's keep in mind that somebody would have got the shot to prevent him or her from contracting the Wuhan virus. Several months later that person would need to prove that he or she hasn't contracted AIDS, that individual would have been listed as positive even if that were some incorrect result. It's the kind of medical errors that could destroy somebody's life forever. Confused

In my humble opinion, I gotta tell you that appointing somebody as a head of a department that has no relation to his or her actual professional experience is a stupid mistake. Would you pick a doctor to lead the Pentagon? Happy with a sweat If so be prepared to get all branches of the military shutdown in no time. Tongue sticking out This would be a totally different story if he were running for Congress or Senate where he'd be expected to become a lawmaker. There he could take advantage of his job as an attorney to fight for legal reforms in several areas.
I hope this doesn't mean Biden is showing some sort of sign he's out of his mind already. Laughing Just joking.
